The main 2026 changes concern gambling taxes, self-exclusion, advertising, and bonus conditions in Russia. These rules apply to licensed gambling operators and are separate from regulations in other countries.
New bookmakers and licensing in 2026
Listings of new bookmakers in 2026 generally assess licensed entities by interface, bonuses, payment methods, customer support, and reputation. Legal operators must meet licensing requirements and comply with applicable gambling regulations.
Bonus offers vary by operator. Common types include welcome bonuses, free bets, freespins, cashback, and activity rewards. Some promotions are available after registration, while others require identity verification and a deposit. No-deposit offers also exist, but they are less common.
Bookmaker bonuses in 2026
A bonus is an additional reward for registration, betting, a deposit, or continued activity. Before accepting one, check the wagering requirement, minimum odds, expiry date, and withdrawal rules. A promotion may expire if its conditions are not met, and an account usually allows only one active bonus at a time.
Reported 2026 offers include bonuses of up to 21,000 rubles with a 15x wagering requirement, four free bets worth 500 rubles after a 1,000-ruble deposit, and a 5,000-ruble registration or deposit reward. Other offers may provide cashback or daily loyalty rewards. Not every operator offers a no-deposit bonus, and some current promotions provide no bonus at all.
Self-exclusion from gambling
From September 1, 2026, Russian residents can request a self-ban through the national public-services portal or a multifunctional service centre. The restriction lasts at least one year and blocks betting, casino access, and related financial transactions.
The measure is intended to help people control gambling addiction. The Russian gambling market has annual spending of around 2 trillion rubles. Industry representatives have warned that tax increases are likely and have opposed restrictions on withdrawing funds.
Advertising changes from September 1, 2026
New rules require gambling operators to display information about gambling risks and links to investment services on their websites and at physical locations.
Gambling advertisements must also carry addiction warnings. The warning must last at least three seconds on radio, five seconds on television, or occupy at least 7% of the advertisement area.
Gambling tax rules from January 1, 2026
Chapter 25.5 of the Tax Code applies from January 1, 2026 and regulates tax on gambling business income. The tax covers gambling activities permitted only in six specific Russian regions.
Gaming equipment must be registered five days before installation. The rates are:
- 250,000 rubles per gaming table;
- 15,000 rubles per gaming machine;
- 7% of gross income from betting activities.
These rules concern the operators’ gambling business tax rather than the amount a player deposits or withdraws.
What to check before accepting a bonus
Review the deposit requirement, wagering multiplier, minimum odds, expiry period, and whether a free bet returns its stake or only its winnings. Also check payment conditions, withdrawal limits, identity-verification rules, and whether self-exclusion tools are available.
A large headline reward may be less useful than a smaller offer with clearer conditions. Compare the full terms before depositing and avoid treating a bonus as cash until all applicable requirements have been met.
